**Upon the event of the Demise of our Beloved Prince, we, the members of the Counterpoint Society have gathered to Issue the following Theses, that they might bring Stability and Freedom to the Kindred of our Fair City, and that the Prince that is to come may form a Reign both Glorious and Eternal.
1. No kindred may lay claim to a piece of the territory another kindred holds. As the entire city is the Domain of the Prince, it is not possible for any kindred to hold territory within a city. We proclaim that all current and ancestral claims to territory are dissolved, and that the ground in the city that the Prince holds may be leased to another, but never surrendered.
2. One may not attack the limb of a body and claim friendship with its head, for an attack on a part of the body is an attack upon the body itself. A ghoul serves the will of their regnant just as the hand serves the will of its body. We proclaim that an offense made to a ghoul is an offense upon their regnant, with the same weight as an attack upon their very person.
3. A tower that destroys its own bricks is a tower that collapses. We proclaim that the Right of Destruction is ended forever within the city, as to destroy any immortal citizen of the Camarilla is to betray the Ivory Tower, forever shall it stand.
4. There is no law older than that of inheritance - a child receives the fruits of their parent’s labor, as well as burdens of their sins. We proclaim that all Caitiff within the city are recognized as full members of the clan of their Sire.
5. Civilization only occurs when the state holds a monopoly on violence. As the pinnacle of civilization, members of the Camarilla must be prepared to forswear violence entirely. We proclaim that no gathering of more than three kindred may take place unless it occurs on an Elysium.
6. The foolish man is always seeking strife, while the wise man is always seeking consensus. To gossip, to smear and to mock is to tear at the very foundations of the Ivory Tower. We proclaim that the office of the Harpy is abolished forevermore.
7. To build a tower that will stand forever, the wise architect considers carefully every facet of each stone before it is stacked. As the architect of their domain, the Prince is obligated to only form his city of the most worthy materials. We proclaim that no clan shall be recognized as a Pillar of the Camarilla except by the decree of the Prince.
8. Complacency is the enemy of progress, and stagnation is the beast that stalks the heels of every great endeavor. For the Ivory Tower to stand forever its wisdom must grow and change with the coming of the seasons. We proclaim that the Primogen council shall be dissolved at the end of each season and a new council formed with not more than half of its former members.
9. Towers great and small require firm foundations, and cannot be built on shifting sands. The Camarilla is a thousand towers, in a thousand cities, built by the will of its citizens. We proclaim that to leave a city of the Camarilla without the consent of its Prince is treason against the Camarilla, denying the city material from which it grows.
10. In a sovereign state land is the possession of the Crown, and it is only with the Crown’s sufferance that any work may be done to its land. So too, the city is the Domain of the Prince, and it is by the Prince’s sufferance that their land is used. We proclaim that no Haven may be constructed but by the word of the Prince, and that the Seneschal shall be tasked with keeping a Record of all Havens built within their Prince’s Domain.**
