Either way, the fact that he's currently in a very small box halfway across the Atlantic on a cargo ship is pretty damning, considering the fact that he's the only person who knows where the security recordings are stored. He used to use the city's cameras to help collect intelligence, and there are well-hidden surveillance devices surrounding Elysium which would likely tell everyone who the real killer was. Useful as those recordings would be, if anyone finds out you removed the only person who could identify the killer, you're definitely going to get blamed for the whole thing.
2. Ventrue rarely find themselves holding office as Scourge, but that's foolishness. The Scourge is the only Kindred in the Domain other than the Prince who can kill another vampire, and even if you're not particularly martial yourself, you don't want that power in anyone else's hands. Convince the claimants for Praxis to make you their choice for Scourge.
3. The best way to keep the investigation from pointing back at you is to own it. Whoever ends up in charge of the investigation, either buy them or disgrace them, whatever it takes to put them in your power.
