## The Imperial Bureaucracy
How to describe the Imperial Bureaucracy, the greatest and most complex system of management ever devised? Each Holding has an assigned Senior Bureaucrat who is responsible for enacting its Governor's will. Of course, without that Bureaucrat to organize and order their underlings, the Governor would just be a well-dressed politician with lots of big ideas. Minor Bureaucrats move through everyday life, capturing data points and preparing reports for their superiors. Few people notice the Bureaucrats around them, and fewer still understand that a single flick of the stylus is all it would take for those same Bureaucrats to lay waste to all they see. Even the most powerful Governors in the galaxy take notice when a Principal Bureaucrat moves through the area, and many consider it the highlight of a lifetime to host such an influential figure for even a few minutes' time.

## The Voidstalker Corps
First in, never out. The Voidstalkers don't just punish rebels, traitors, and heretics, though they sure do a lot of that. No, the Voidstalkers are a quasi-religious collection of super-soldiers, each one capable of fighting dozens of unmodified humans without effort. Originally created to serve as a police force for the galaxy, the Voidstalker Corps has since become a loose collection of pseudo-mercenaries battling for glory and wealth with almost as much fervor as they battle for Her Majesty's favor. Nonetheless, they are always nearby, and always ready to launch a punitive expedition.
