Goals: 1. Establish an alliance with another Holding to help fund your peoples' endless war for survival. 2. Find a way to wander the galaxy freely without abandoning your home world to destruction. 3. Spread rumors that the temple will kill everyone present if opened. You are Diplomat Chel, the "Harassed Financier." While your Governor leads their Holding through one impossible war after another, very few ordinary citizens of [[Ebonwatch]] realize that, without your constant, tireless work, the Governor would soon be fighting those wars with sticks and rocks. The officers, of course, know this, and so you spend a significant portion of your time answering their endless requests and responding to their rambling complaints of under-resourcing. They treat you like it's *easy*, fast-talking and strong-arming every [[Negotiation]] you can to bring funds to your war-torn homeland. They're infuriating, whiny, and exhausting. They're also fighting a losing war for the survival of the only place you've ever called home, so you try not to let the negatives get to you. There is more to you, though, than a source of endless funds and consumer of endless cold hotel dinners. You became a [[Diplomat]] because you wanted to walk among the stars, and you've remained in service of your Holding for nearly four thousand galactic years because it has given you that chance. True, wandering from Holding to Holding hawking war bonds wasn't exactly what you had in mind, but you've always been a master of compromise. You'll give anything for the chance to go to new places and see new things, especially if you can fulfill your duty in the process. You've come to the [[Council of Chains]] because [[Governor Funa]] got word from your Holding's patron god, [[Catka, Who Sees in Darkness]] (though she hates that term), that some kind of weapon was being unveiled. You aren't sure on the details, but you know that Funa's got the right idea; this thing isn't just dangerous, it's most dangerous to those who have the least say in how it gets used. You want to prevent the temple from being opened at all. ## Asset: [[Plenipotentiary]] You often find yourself performing complex negotiations light years away from your Governor. As a result, you get a significantly greater degree of latitude than most Officers. You may enter a [[Negotiation]] without notifying your Governor or receiving their approval, though they will still be notified of any results. Your Governor can revoke this power by publicly stripping you of plenipotentiary status. ## Lien: [[Living on Room Service]] You've spent your life working on behalf of people you never see, people you're unlikely to ever meet in person. This separation has left its mark. You struggle to engage with those from your home [[Projects/Myriad/Holdings|Holding]]. If you go more than five minutes without interacting with someone outside your Holding, you become irritable and frustrated. After ten, you will make any excuse to get away, even if you know it will make your life harder in the long run.
