You are Diplomat Sikap, the "Friend in Hard Times." For eleven and a half thousand years, you've represented the people and interests of [[Hala's Peace]] to polities across the galaxy. As a relatively tiny world, technically a moon, your homeworld lacks the numbers necessary to be a major mover and shaker in the galaxy. The Peace does punch significantly above its political weight, however, a fact directly attributable to your tireless efforts. You've spent millennia ensuring that factions which dealt fairly with your Holding prospered, while those likely to be your enemies died brutal, sudden deaths. No one could ever accuse you of scheming. You simply help people when they need it, and rely on the bonds formed by that aid to ensure your enemies never find a friendly face.
There is more to you, though, than the personification of soft power. You have a deep-seated belief that people can only improve, *really* improve, when they're tested. The ones you like are the ones who've gone through trials and tribulations without losing their courage or humor. The ones you can't stand are the ones who've never gone through such troubles at all. Sometimes you create problems out of a genuine desire to hurt your enemies, but more often you're hoping that they'll experience hardship, do some real self-reflection, and come out of it a better person. Some might call this naive, but very few would do so to your face.
You've come to the [[Council of Chains]] because you suspect it's going to be an exceptionally opportune time for people to do some real growing. Rumor has it that [[Hala the Peaceful]], the god of your world, sent word directly to your Governor this temple contains some kind of power capable of threatening [[Celestial Empress|Her Majesty]]. Though you find that hard to imagine, you have no doubt it will come with tribulations.

You often find yourself performing complex negotiations light years away from your Governor. As a result, you get a significantly greater degree of latitude than most Officers. You may enter a [[Negotiation]] without notifying your Governor or receiving their approval, though they will still be notified of any results. Your Governor can revoke this power by publicly stripping you of plenipotentiary status.

You've spent your life working on behalf of people you never see, people you're unlikely to ever meet in person. This separation has left its mark. You struggle to engage with those from your home [[Projects/Myriad/Holdings|Holding]]. If you go more than five minutes without interacting with someone outside your Holding, you become irritable and frustrated. After ten, you will make any excuse to get away, even if you know it will make your life harder in the long run.
