Goals:
1. Help someone through a difficult time by giving advice that increases overall chaos.
2. Convince someone from another Holding to at least seriously consider joining [[Maw Station]].
3. Argue in favor of worshiping the [[Leviathan's Corpse]], without getting yourself killed, if possible.
You are Minister Yaotl, the "Chaos Chaplain." You are dualism embodied; the gentle voice of encouragement and the sharp cries of war, the light of community and the darkness of power, the mirror and the reflection, the particle and the wave. You do not worship the Leviathan's Corpse because you want the galaxy to be a place of horror. You worship the Leviathan's Corpse because the [[Celestial Empire]] as it currently exists is hopelessly, fatally stagnant. Once, there were fewer than ten rebellions per millennium across the entire empire. Now? There are more than ten rebellions *per year, per sector.* Dozens, sometimes hundreds. This isn't the result of a change, just the opposite. For uncountable millions of years, the Empire has utterly, entirely *failed* to change.
There's more to you, though, than another political wonk with an anarchist reading history. You may not want the galaxy to be a place of horror, but chaos? Chaos is another thing entirely. Despite what a great many have claimed, chaos is fundamentally neutral. If it weren't, if chaos served a specific, definable purpose, well then that's not fucking chaos, now is it? You want the unalterable, fundamentally evil hierarchy of the Celestial Empire broken, forever. You don't love the whole "sacrifice innocents to gain power" angle, but you recognize that there is no greater hope for doing that than the Leviathan.
You've come to the [[Council of Chains]], characteristically, for two reasons. The first is to encourage the People of Maw Station to embody dualism in themselves, to never become too predictable or simple. The second is to bring new believers, or perhaps even new Holdings, into the fold. Sure, it's a pretty hard sell convincing someone to worship a maddened warship the size of a small solar system, but if it were easy, the job would already be done.

A Minister is responsible for ensuring that Holding's citizens are proud and eager to be members of that Holding. This is done by creating and supporting arts, swaying public opinion, and occasionally fanning suspicion and violence against outsiders to a fever pitch. It's not the cleanest work, but it pays well. Whenever you spend time speaking privately about the merits and virtues of your Holding with a citizen of that Holding, that citizen gains two advantages on their next [[Combat|Combat]], [[Negotiation]], or [[Endeavor]].

You don't get to be the a Holding's official hype-person without complicity. Whatever action your Holding takes, you're expected to be the respectable face. Any time a character says something negative about your Holding, you feel the need to argue publicly. If you can't, or if you feel you lost the argument, you become despondent and irritable.
