Goals:
1. Pass a resolution through the Myriadic Council to create permanent, localized Governors' Councils.
2. Convince someone to reconsider a firmly held belief.
3. Try to ensure free access to the temple for all.
You are Governor Fluxus, the "Critic of the Uncritical." For tens of thousands of years, you've led your Holding and your people. For all that time, you've sought to inspire, to teach without teaching, to help others overcome assumption and bias, to find -and help others find- the deeper truth in all things. This is the teaching you've taken from Sha: Seek the Truth in All Things. Whenever you meet someone whose convictions are ironclad, who leaves no room for doubt or critique, you almost can't help yourself. You ask questions, dig in, point out flaws. You don't do it out of any love of debate or desire to convince. If anything, it's the opposite. You want to *unconvince* them, to give them room to seek deeper truths.
There is more to you, though, than a philosopher with a love for thorny questions. You do believe that there are truths to be found, only that those truths are rarely discovered through snap judgement. One truth, a truth you hold close to your heart, is that the [[Celestial Empire]] is broken. While immortals vie for control of the highest levels of power, almost two thirds of inhabited planets live without any knowledge of life in the greater galaxy. You want to bring a change to all of that by localizing power, bringing Governors together to rule on small regions of space as lesser Myriadic Councils.
You've come to the [[Council of Chains]] because a full vote of a Myriadic Council is the easiest and best way to achieve your goal. As well, Sha passed word about an ancient wonder inside this temple, though she refused all questions about it. You just know how easy it would be for any one group's assumptions and bias to carry outsized impact if they monopolize access, so you hope to open the temple for all who seek it.
## Asset: [[Powers that Be]]
As a Governor, your power over your Holding is very nearly absolute. Whatever you choose to do, and however you choose to do it, so long as you commit neither Treason nor Heresy, it is within your rights. You have the ability to appoint [[Officers]], give those Officers orders, and make any decision regarding the management or administration of your Holding. You act as the final authority on what is and is not allowed or required, with no appeal and no oversight.
## Lien: [[Heavy the Head]]
There is no moral way to have the power of life and death over billions of people. As such, there is no such thing as a good person who is also the Governor of a significant Holding. Whenever you are given the choice to further your personal goals, you must attempt to do so even at the expense of those around you.
